Alex Ferguson
Alex Ferguson is a lawyer with 21 years of experience in financial crime and asset recovery both in the UK and internationally. He spent two decades as a prosecutor with the Crown Prosecution Service, later transitioning to an asset recovery lawyer role in the Channel Islands. From 2012 to 2017, Alex was an asset recovery advisor in the Eastern Caribbean, working first with the British High Commission in Barbados and then with the Regional Security System – Asset Recovery Unit. In this capacity, he drafted amendments to legislation for 11 jurisdictions and provided guidance on investigating and recovering the proceeds of crime, including drafting a model Proceeds of Crime Act for regional common law jurisdictions.
Alex demonstrated strong leadership and collaboration skills by establishing the Asset Recovery Interagency Network in the Caribbean, successfully bringing together international agencies for a shared purpose. He assisted prosecutors from the UK, France, and Spain in tracing, restraining, and enforcing confiscation orders for assets in the Caribbean. Alex also developed and delivered training on financial investigation, money laundering, and asset recovery to representatives from 18 jurisdictions, and mentored law enforcement, prosecutors, and members of the judiciary.
During his time in the Channel Islands, Alex was responsible for recovering assets linked to unlawful conduct in other jurisdictions using non-conviction-based forfeiture. He secured international cooperation and obtained the first freezing and forfeiture orders under the Forfeiture of Money etc. in Civil Proceedings (Bailiwick of Guernsey) Law, 2007. In 2020, Alex served as an asset recovery consultant for CARICOM IMPACS, contributing to the Capacity Development for CARIFORUM Member States on Asset Recovery and Cybercrime with funding from the 11th European Development Fund.
Alex’s international expertise includes work on a GIZ project focused on enhancing financial investigation, prosecution, and asset recovery capabilities in Albania, Ghana, Kosovo, Mauritius, North Macedonia, and Peru. Since 2021, he has partnered with the Asset Recovery Investigation Division in Mauritius, mentoring active cases and drafting guidance on financial investigations, confiscation claims, and civil recovery of criminal proceeds. His legislative skills were further highlighted by drafting the Belize Civil Asset Recovery and Unexplained Wealth Act 2023, reflecting his ability to shape legal frameworks for asset recovery. Alex also serves as a Director in GentiumUK Limited.
