The United Arab Emirates is experiencing rapid growth as a global financial technology and payments engine, propelled by initiatives from the Central Bank of the UAE (CBUAE), DFSA and FSRA. However, beneath this rapid expansion lies a increasingly complex regulatory environment. As supervisory scrutiny intensifies around stored value facilities, retail payment services, and cross-border money transmission, payment institutions and FinTech firms face critical operational and legal risks that can derail market access if left unaddressed.
Regulators across the UAE, including the Central Bank of the UAE (CBUAE), DFSA, FSRA, VARA and the Ministry of Economy, have significantly escalated their supervisory enforcement, issuing record fines, public censures and license suspensions. Many of these enforcement actions stem from recurring, systemic weaknesses within internal compliance and governance frameworks rather than intentional wrongdoing.
